“When we consider who we want to see as judges in our counties, its incredibly important that we elect people who care about our communities and have a passion for equality and justice. With those as guiding principles, I am proud to endorse Heather Shand Perkins for Skagit County Superior Court Judge!
Heather brings two decades of experience to the table, has served as a Pro Tem Commissioner in Superior Court and a Pro Tem Judge in District Court, and currently serves as the Court Commissioner in Skagit county Superior Court.
She comes from a family that understands the value in public service – her father served for 30 years on the Washington State Patrol and 10 years in the Skagit County Sheriff’s office – and I am so excited for all that she will accomplish on the Skagit County Superior Court!”
-Representative Debra Lekanoff, 40th LD
I am writing to endorse Heather Shand Perkins for Superior Court Judge position 3. Heather is a lifelong resident of the Skagit Valley and is uniquely qualified for this position.
Heather has been raised in a law enforcement family and from a very early age was taught about the importance of justice and fairness in society. As an adult, she has demonstrated her commitment to this as an attorney fighting for justice for others.
I personally have witnessed her dedication to the vulnerable in our community in standing against domestic violence and helping to give a voice to the voiceless. I have seen her work many nights and weekends outside of her regular hours when the cause called for immediate action.
She has a strong work ethic and a genuine care for our community as well as the individuals she represents. In addition, outside of her profession, she has been tirelessly involved in various volunteer organizations in her continued efforts to improve our community.
I believe she will be a trustworthy representative of justice for the Skagit Valley in the position of Superior Court judge. Please join me in casting your ballot for Heather Shand Perkins.

This letter is to express my support for Heather Shand Perkins for Skagit County Superior Court Judge, Position 3.
Heather was our attorney before becoming a court commissioner. She is smart, personable, caring, conscientious and fair. She will bring all these qualities with her when she's elected to the position.
When I think about Heather Shand Perkins, I'm reminded of Judge Larry Moller, who I used to work for. He was thoughtful and deliberate. He gave personal attention to each person he sentenced, including handwriting additional instructions in the margins of sentence orders. Even though those sentencing conditions might have been tough, it wasn't unusual for defendants to thank him when he was done because they believed they had been treated fairly. I think Heather has these same qualities and work ethic.
Join me in voting for Heather Shand Perkins.
Heather Shand Perkins is the best choice for Skagit Superior Court judge, and I am proud to support her candidacy.
I have known Heather for 12 years in both a personal and professional manner. She is honest, kind, thoughtful and passionate about justice. I have watched her calm a room full of people in a heated argument by applying reasoned analysis, pointed questions and compassion to get at the heart of the matter in question. She conducts herself with humble authority and she is whip smart. Heather is dedicated to improving the lives of everyone in our community, something she has done throughout her adult life in her many volunteer positions. I count myself lucky to call her my friend.
I believe that Heather will be an extraordinary asset to the Skagit County justice system as Superior Court judge. Not only does she have the necessary experience, qualifications and respect of her peers in her position as Superior Court commissioner, but she also has the vision and drive to increase court accessibility for all citizens, regardless of race, color, creed, language or socio-economic status. Join me in voting for Heather Shand Perkins for Superior Court judge.
"Heather Dawn Shand is my pick for Superior Court Judge. I believe she is the candidate that best fits the criteria for a good local judge:
1. Experience in civil and criminal law
2. Deep and demonstrated commitment to our community
3. Deep and demonstrated belief in providing all community members with equitable access to justice."
I am endorsing Heather Shand Perkins as Superior Court judge.
She is currently the Superior Court commissioner, selected unanimously by the four sitting judges. Heather has extensive experience both in private practice and as court commissioner. Her knowledge and understanding of the law and her fair practice of such make her the ultimate judge candidate.
Heather has great compassion for those in our community who are less fortunate or who need help. She has served in many voluntary organizations in our community. Her involvement with these groups reveal her commitment and compassion for people, especially to those in our local area. Her willingness to help create a better community for all of us not only helps people today but also positively affects the next generation as they benefit greatly from these organizations, as well.
Heather not only serves on committees giving of herself and her time, but has also donated services to groups such as the Skagit Symphony and local schools.
I believe our court system and community would benefit tremendously from having such a strong, educated professional woman as Heather Shand Perkins serve as Superior Court judge.
"Heather Shand Perkins has the legal and life experience and judicial perspective Skagit County needs. I’ve known Heather since childhood and have long admired her ability to say what she means, and mean what she says. Please join me in voting for Heather Shand Perkins for Judge"
I have had the privilege of practicing law with Heather Shand Perkins and can say without hesitation that she will make an excellent Superior Court Judge. Proud to call her both a friend and a colleague, she definitely has my vote!
